This growth has been fueled through the direct actions of Independent Sales Organizations or ISO's, by the development of dial ATMs and through the ability to surcharge ATM withdrawals.

Community banks have faced a number of issues relating to off-premise ATMs that have made their participation in this dynamic opportunity ambiguous.
